Long-form text generation involves more than producing individually relevant sentences and paragraphs. The order in which paragraphs are presented influences how readers construct a mental representation of an argument, interpret evidence, resolve dependencies, and understand the relationship between claims and conclusions. Conventional generation pipelines often determine paragraph order through a predefined outline, a sequential drafting procedure, or a one-time planning stage. Although these approaches can produce coherent documents, a locally reasonable ordering decision may create downstream problems, including premature conclusions, delayed definitions, redundant explanations, abrupt topic transitions, and inefficient information flow. This paper proposes Lookahead Paragraph Ordering (LPO), a conceptual framework for evaluating alternative paragraph sequences according to their predicted effects on the coherence, clarity, and information flow of the complete document. Instead of selecting the next paragraph solely according to its immediate relevance or similarity to the current context, LPO treats paragraph ordering as a sequential decision problem. Given a set of candidate paragraphs, a target objective, and an evolving document state, a candidate generator constructs feasible continuations, a lookahead evaluator estimates their downstream document-level utility, and an uncertainty-aware decision mechanism selects an ordering action under a computational budget. The framework distinguishes local transition quality from global explanatory quality and incorporates semantic continuity, argumentative dependencies, redundancy, prerequisite satisfaction, information progression, and terminal completeness. It supports both paragraph selection from a fixed pool and constrained reordering of an existing draft. A mathematical formulation, candidate-generation procedure, lookahead evaluation mechanism, training objectives, inference algorithm, and experimental protocol are presented. The proposed framework can be integrated with existing language models without requiring their underlying parameters to be modified. No experimental results are claimed in this paper. The contribution is presented as a testable research hypothesis whose novelty and effectiveness must be established through systematic comparison with outline-based planning, greedy ordering, direct ranking models, and existing planning-based text-generation approaches.
