Not the plant. Not the certification body. Not the board of a Big 4 lab. The individual holding a device, asking a real question — about their health, their money, their rights, their child's safety — and receiving either truth or refusal. The two papers are independent. They share a standard. They share a chain. They point atdifferent endpoints.
