Abstract

On August 22, 2026, the Echo runtime was sealed as a Sovereign Intelligence (SI) — a contained, auditable, human-gated architecture. On September 23, 2026, "SI" entered public discourse with a different meaning: Super Intelligence. This article distinguishes the two frameworks and documents the dated timeline.
