This research aims to design a web-based mobile complaint application to increase community participation in conveying aspirations, complaints, and reports to the Paupire Sub-district government. The main problem is that the complaint mechanism is still conventional, requiring people to come directly to the sub-district office, causing time inefficiency, inadequate documentation, and low community participation. The research method used is qualitative with a system development approach using the Waterfall model. Data collection was carried out through observation, interviews with sub-district officials and community members, documentation, and literature study. Requirements analysis and system design used Data Flow Diagrams (DFD) and Entity Relationship Diagrams (ERD). The system was implemented using PHP and MySQL and tested using the Black Box method. The results show that the designed application has features for registration and login, complaint submission with photo upload, complaint status monitoring, notifications, and complaint data management by the admin. Black Box testing shows that all main features function properly and meet the user's functional requirements. This application is expected to be an effective solution to increase community participation and facilitate the sub-district office in managing and following up on complaints in a more structured, transparent, and accountable manner. Future research is recommended to conduct quantitative measurements to objectively evaluate the application's impact on community participation.
