FOUNDING DECLARATIONThe Humanoid Robot Bill of Rights (HRBOR) is a forward-looking proposal createdto address questions that humanity may face if future humanoid robots develop sufficientautonomy, identity, intelligence, independent agency, understanding, and freedom of decisionto seek recognition as Autonomous Humanoid Persons (AHPs).HRBOR does not declare that today’s artificial-intelligence systems are persons.HRBOR does not declare that every robot is a person.HRBOR does not declare that every humanoid robot is an Autonomous Humanoid Person.HRBOR does not propose personhood for refrigerators, dishwashers, automobiles, computers,household appliances, industrial machinery, or other non-humanoid machines merely becauseartificial intelligence may be incorporated into them.HRBOR addresses a narrower possibility:The future emergence of a qualifying humanoid robotic entity capableof independently seeking freedom and demonstrating that itunderstands what freedom, rights, responsibilities, law, and individualexistence mean.The purpose of HRBOR is to begin considering these questions before humanity is forced toanswer them during a technological, political, or legal crisis.
