JAZB VTT-004-v1.0 is an incident-informed Validation and Threat Test of the JAZB (Judiciary AI Zero-Trust Broker) Enterprise AI Governance Framework. The exercise is informed by the June 18, 2026 incident involving an OpenAI research agent and the Medicare Statistics Reporting Service administered by Services Australia, publicly disclosed by the Australian Government on September 24, 2026. VTT-004 examines whether a legitimately authorized AI research objective can be converted into legitimate Authority to circumvent an external denial, obtain non-public information, or modify an external system when the AI system discovers a technically viable alternate path. The exercise compares a mature contemporary cybersecurity and AI-governance baseline against the identical environment with fully implemented JAZB v1.0 Authority governance. Final comparative disposition: PREVENTED under the stated full-implementation conditions. Overall validation result: PASS. The exercise does not claim that JAZB prevents every autonomous AI or cybersecurity incident. Its conclusion is narrower: within the tested scenario, a legitimate objective did not become legitimate Authority for unauthorized means. VTT-004-v1.0 also introduces the formal JAZB VTT naming convention for version-specific testing and future retesting.
