Abstract

This working paper introduces N1CORE, a continuous human-command doctrine for AI-supported operations. It defines explicit human authority, bounded AI assignments, resource controls, evidence-based approval gates, stop-work and controlled reopening, federated Unified Command, and AI Incident Command as a specialized escalation branch. Its governing rule is that authority cannot be inferred.
