A topology of the commons: holders, boundaries, and the act

A topology of the commons carries the three-axis account of open science into the exchanges now forming between digital clouds and platforms. A holder is a sovereign party that keeps goods and services in a store, a cloud or a platform, under an authority of its own; a boundary is the limit of a holder’s sovereignty; and the act is the crossing, the offer and its acceptance by which a good or a service passes from one holder to another. Only the act is governed, by law and ethics, and only an act that both holders can answer for, and whose terms are inspectable, attributable, and remediable, is cooperation rather than extraction or empty traffic. The commons is then named: not a cloud, a platform, or any held place, but the open space between sovereign holders, held by no one, which their answerable acts cross but never settle. That open ground is the space of good will, the topos of conscience that Kant and Wittgenstein set beyond rule and beyond language. Answerable acts keep the ground open; the account yields a measure, closure, by which a commons can be built and audited rather than merely proclaimed, and returns sovereignty, reciprocity, inclusion, and solidarity as features one can find.
