Decision Engineering Science™ — CRN-02: Canonical Runtime and Evidence Semantics Normalization (Version 1.0)

DES-CRN-02 v1.0 is a normalization specification for the runtime and evidence semantics of Decision Engineering Science™ (DES). It defines how a governed Decision Object relates to versioned governance criteria, evidence, verification, authorization, a Decision Permit, and execution. The specification separates artefact identity, record integrity, decision binding, execution binding, and temporal precedence as distinct evidence claims. It introduces the Governance Criteria Object, distinguishes a Governance Claim from a Verified Governance Fact, and defines the boundary between independent assurance and DES governance. It also specifies decision-time evidence snapshots, freshness and material-change reassessment, verifier conflict handling, and fail-closed execution permission. CRN-02 provides requirements for downstream schemas, interfaces, and conformance tests. It is a specification; it does not report an implemented system, empirical validation, or a systematic novelty finding.
