President Trump's announcement of an "AI Force" and an "AI Czar" establishes theinstitutional form for federal AI policy but leaves the object of that policy unspecified. This paper argues the object must be chosen by boundedness, not by size, location, ordeployment site. Bounded systems can be specified, certified, falsified, and held accountable. Unbounded systems cannot. Any framework that regulates by other axes will produce the wrong rules and a false sense of safety. The proposal is not deregulation. It isredirection along the only axis that tracks the property that matters.
