Gartner's inaugural Emerging Market Quadrant for AI Application Security is based on vendor briefings, vendor-supplied documentation, and analyst judgment. No independent adversarial testing is conducted. No bypass rate is measured. Gartner's own disclaimer states the research "should not be construed as statements of fact." This paper documents the Governor Problem applied to the market intelligence layer itself — the structural conditions under which Gartner's methodology cannot produce adversarial validation, and what the market loses when it treats opinion as proof.
