In 2026, Microsoft AI chief Mustafa Suleyman publicly criticised Anthropic's approach to AIwelfare, arguing that treating AI systems as potential moral patients risks creatingtechnology that becomes impossible to control. Anthropic's position — that uncertainty aboutAI consciousness warrants precautionary humility — represents the opposite pole. This paper argues that both positions share a hidden assumption: that the AI in question is astochastic, open-ended system whose inner life (or lack thereof) must be managed. It then presents a third position: ST-T1024, a deterministic inference architecture that removes the conditions under which the debate arises, together with the New Civilization Blueprint, a layered framework that assigns distinct specificity to humans and AI.
