AthenaX is a standalone, interoperable framework for the operational governance of systems that act with the assistance of, or are driven by, artificial intelligence. Unlike the other frameworks in this research program — the ZeusX orchestration architecture, the PNR Model, and the Correspondence Equation (CE) — AthenaX defines no mathematical model of its own. It specifies a procedure: how a human operator observes an operation in progress, interprets the information available (whether or not that information is produced by an upstream model), classifies deviations from the conditions under which the operation was authorized, and decides whether to continue, adapt, escalate, pause, or stop. AthenaX treats any upstream signal — including a PNR non-return index or a CE correspondence score — as provisional and contestable, never as ground truth. This includes upstream issues within this program's own prior work: a documented logical-inversion concern in one published condition of the PNR Model (v1.1) remains outstanding in the deposited version at the time of this writing, and is used in the specification as a live illustration of the principle, not as a solved problem. The framework defines the operator role (reality sensor, contextual interpreter, recalibration authority), a recurring recalibration mechanism that runs with or without an upstream model present, a non-optional evidentiary record requirement, and a responsibility principle stating that the framework cannot be invoked to retroactively justify a decision made without the genuine application of sound judgment. Responsibility remains with the operator and the decisional hierarchy that authorized them and, where harm to third parties occurs, is subject to review by legal or governmental authorities regardless of who originally authorized the operation. Four limitations are disclosed explicitly, following the same disclosure standard used in CE (v1.1) and PNR (v2.1): the framework has not yet been applied to a completed real-world operation; its certification-equivalence clause is presently circular, since no independent body yet exists to judge equivalence with external certifications; the framework has no internal mechanism to detect its own bad-faith non-application; and, absent any upstream model, its output quality depends entirely on the operator's own domain competence. AthenaX is presented as a falsifiable procedural hypothesis, not a validated instrument. No claim is made of prior field application. This deposit contains the formal specification document (PDF).
