. This paper presents SNP v2.0 (State-Notation Protocol), a non-phonetic, deterministic framework that solves the structural organization of the Phaistos Disc corpus. Moving past speculative phonetic decipherments that treat the artifact as a linguistic text, we model the corpus strictly as a closed finite-state automaton (FSM) operating over an abstract state space of V = 45 unique symbols distributed across G = 61 discrete sequences (microtransactions). Using the Minimum Description Length (MDL) principle, we demonstrate that the artifact's layout is governed by a two-tier, cross-side administrative architecture with a global compression ratio of 42.5% (L_total = 562.1 bits vs. L_raw = 1323.57 bits). First-order Markovian transition matrices establish a rigid functional stratification of nodes: state 02 (Entry Hub) maintains a strict monopoly over initialization, while state 12 operates as a restrictive routing gate, shrinking the downstream positional entropy of positions P3 and P4 from a baseline of 4.25 / 3.79 bits to a deterministic corridor of 2.76 bits. Splitting the corpus into Side A (G_A = 31) and Side B (G_B = 30) reveals a massive topological asymmetry: Side A acts as a highly fragmented declarative registry (SCC_max = 14.7%), whereas Side B functions as a hyper-connected procedural log (SCC_max = 93.3%). The structural validity of this split is confirmed by an empirical permutation scan (N = 100,000 iterations) mapping an anomalous drop in Side A's spectral radius (rho_A = 1.466, p <= 10^-4) and Laplacian algebraic connectivity (lambda_2 = 0.149, p = 0.0103). We formalize the execution logs of Side B through a two-phase state space model driven by a cyclic macro-engine (29-36-07-08/, p << 10^-7), which queries the declarative assets of Side A via an algorithmic callback bridge node (B28: 02-06-35-23-07). Finally, we map the abstract functional anchors of this FSM onto the GORILA epigraphic standard for Linear A (Hagia Triada corpus), proving a complete paleographic and structural convergence between the Disc's state macros and Minoan double-entry accounting formulas (ku-ro / ki-ro). The protocol successfully moves the Phaistos Disc from an unresolved cryptological anomaly into a mathematically described, fully solved portable log-controller.
